The Chambers support the high-level principles, efficiency, equity, certainty and simplicity, for a reformed system outlined in the Issues Paper. There are however inherent tensions in meeting these principles and that trade-offs must be considered as well as broader reforms to local government funding and resolution of administrative challenges.
